This quote in fact belong to former President Barack Obama who said in 2005:

Or did President Trump say this:

No, that wasn’t Trump, it was said by President Bill Clinton in his 1995 State of the Union address.
Virtually all former presidents and also the current one, have had the same philosophy when it has come to border security. They did, or at least gave lip service to, their constitutional duty of enforcing our immigration laws.
